The atlas is where the vocabulary meets real examples.
It should grow through manifest-first publication: source, domain, rights, descriptor tags, AMCVA boundary notes, and only then public assets where publishing rights are clear.
One of the newest candidate operator families is the post-bifurcation recovery signature: not just where a system split, but what the downstream wake says about how it partially recovered, failed, or stabilized.
